Recientemente, los ciudadanos de Islandia se han opuesto a que el Estado se haga cargo de las deudas de los bancos quebrados. Al margen de que podamos estar de acuerdo o no con ellos y del impacto real que tal decisión pueda tener para el país, dadas las interrelaciones existentes a nivel global, el hecho me trae a colación la importancia que han adquirido en España las subvenciones y ayudas similares (en realidad siempre ha sido así).No cabe duda de la importancia de apoyar a ciudadanos y empresas con recursos institucionales. Yo soy de la opinón de que, ni los ciudadanos deben de ver limitadas sus posibilidades de acceso a las diferentes oportunidades que se le ofrecen (acceso a la formación, creación de negocio, a la vivienda, etc) ni las empresas deben verse desantendidas para poder progresar y crear empleo cunado disponen de inercia e ideas y precisan de apoyo para ello (innovación, exportación, impacto medioambiental, etc).Lo que no comparto es la forma en cómo se apoya a unos y otros, siempre con una merma o trasvase de recursos de unos individuos (personas físicas o jurídicas) a otros, o lo que es lo mismo, con el esfuerzo mayor de unos frente a otros, pues al fin y a la postre no debemos olvidar que los recursos del Estado son nuestros recursos, los recursos de todos, que generalmente proceden de los impuestos.Esta es mi propuesta:1) Las ayudas del Estado (Gobierno) a individuos y empresas deben ser retornables una vez que los sujetos perceptores rentabilizan los mismos. Así, por ejemplo, un estudiante universitario que recibe una beca por el concepto que sea, debe retornarla una vez que comienza su trabajo (se debe habilitar el mecanismo). Una empresa que recibe una ayuda para la inovación en un nuevo producto, debe retornar la misma una vez que dicho proyecto genera los recursos esperados (debe habilitarse el mecanismo)2) No puede ser que una ayuda no genere un rendimiento a futuro, pues si así fuera el responsable es el individuo (físico o jurídico) que solicitó algo improbable que no puede hacer soportar al resto de los individuos. Por ejemplo, el estudiante universitario no puede ser que no finalice sus estudios, en tal caso debe retornar los recursos, de forma inmediata y con penalización, al Estado. La empresa que solicita la ayuda para innovación en un nuevo producto no puede ser que no ponga ese producto en el mercado, si así fuera debe ser penalizada y obligandoa retornar los recursos al Estado de forma inmediata.3) El mecanismo de retorno debe ser flexible y sin coste financiero, salvo por penalización.
Desde una perspectiva general un sistema de esta nautraleza tiene impacto social y económico relevante:1) Hace al individuo socialmente más responsable y éticamente más comprometido2) Evita el uso poco responable de la ayuda fácil.3) El uso fácil a las ayudas se vería reducido y también, por tanto, la deuda del Estado. Hay que tener en cuenta que ya no se trata de ayudas a fondo perdido, sino de préstamos a largo plazo con tipo de interés 0.
Probablemente habría que hablar también de quién y como se controla esto.
Recently, citizens of Iceland have opposed to the State for take over the debts of the bankrupcy banks. Regardless of whether we agree or not with them and the real impact that this decision may have on Iceland, given the global interrelationships, the fact I brings me up the importance of grant and aids in Spain (in fact, it is quite similar en other countries).
It is no doubt about the importance of supporting citizens and companies with State resources. I am of the opinion that neither the citizens should see limited their access to different opportunities that are offered (access to training, business creation, housing, etc) and companies must not be unattend when they can create progress and employment with new ideas, giving support for it (innovation, exporting, environmental impact, etc).
We do not share how to support ones and another, always with a loss or shift of resources among individuals (natural or legal persons), or what is the same, with the greatest effort of one of them a front others. We should not forget that state resources are our resources, all resources, which usually comes from taxes.
This is my proposal:1) The support of the state (government) to individuals and firms should be refundable once the individual earn from them. For example, a student who receives a scholarship, must refund it once he/she starts its work (has to be stablish the mechanisms for it). A company that receives a grant for innovation in new product should return it once the project generates the expected resources (has to be stablish the mechanisms for it)2) The finance support may not lead to negative future performance, becouse the individuals (physical or legal) are responsible and can not bear to other individuals somewhat that it is unlikely . For example, university student have to complete their studies, if not, they should refund the resource immediately and receives a penalty from the State. The company requesting assistance for innovation in new product has to put that product on the market, if not, should be penalized and resources refunded to the State immediately.3) The feedback mechanism should be flexible and without financial cost, except for a penalty.
From an overall perspective of this system has significant social and economic impact:
1) It makes individuals more socially responsible and ethically committed
2) Avoid the not responsable use of grant.
3) The easy use of grant and aid would be reduced and therefore the State debt. Keep in mind that it is not repayable aid, if not a long-term loan with interest rate 0.
We should probably also talk about who and how to control this.
